Lively Boulevard From Devon Avenue to Touhy Avenue STP Improvement

This Federal-Aid project consisted of the reconstruction of approximately one mile of Lively Boulevard from Devon Avenue to Touhy Avenue. Land use along the project is industrial and there is a high percentage of multi-unit trucks. Many of the businesses have loading docks that are accessed directly from Lively Boulevard. In order to improve traffic flow along the project length, the roadway was reconstructed to the same width as the existing road, but the existing on-street parking was removed and replaced with a 13´ wide two-way left turn lane along the median. The existing corner radii at the cross streets were also inadequate for the turning movements of the multi-unit trucks. In order to improve the radii, right-of-way was acquired from the properties at each of the corners. The project involved plat preparation and acquisition of twenty-eight permanent takes.

Construction staging was required in order to provide access to all of the businesses throughout the construction. Because of the narrow work zone, southbound traffic was detoured. Minor drainage improvements included replacing the existing drainage structures at each of the intersections and at each of the railroad crossings. Street lighting was added to match lighting previously installed on several of the side streets and to the north of the end of the project on Lively Boulevard.

The Phase I engineering services included the preparation of base maps, geometric studies, an Intersection Design Study, cost estimate, and public involvement. Civiltech is currently providing Phase II design and Appraisal services to the Village for this project.
