Chicago West Side Safe Routes to School Enhancements

Chicago Department of Transportation – Division of Project Development

The City of Chicago was awarded a Safe Routes to School grant to provide pedestrian safety enhancements at 10 individual unsignalized intersections. These locations include:

  • Chicago Avenue at Pine Avenue
  • Chicago Avenue at Lotus Avenue
  • Chicago Avenue at Lockwood Avenue
  • Chicago Avenue at Latrobe Avenue
  • Chicago Avenue at Lamon Avenue
  • Madison Street at Pine Avenue
  • Madison Street at Long Avenue
  • Madison Street at Leamington Avenue
  • Madison Street at Leclaire Avenue
  • Madison Street at Lamon Avenue

Civiltech was selected by the Chicago Department of Transportation to provide Phase I and Phase II Engineering services to design pedestrian refuge islands at these ten unsignalized intersections. Chicago Avenue and Madison Street are both minor arterials with two travel lanes in each direction. The addition of a pedestrian refuge island in the center median significantly reduces the chance of pedestrian-related crashes by allowing pedestrians to cross one direction of travel at a time.

Phase I tasks included pedestrian and driver behavior observations, discussing safety concerns with principals and crossing guards, documenting existing conditions, analyses of crash patterns and bus ridership, reviewing potential impacts to parking, turning movements, and transit operations, and preliminary geometric design studies. During the Phase II process, the Illinois Department of Transportation selected the project to be processed and let by the State through the Bureau of Local Roads. Civiltech utilized its experience and knowledge of State-let projects to transition the plans and specifications to IDOT’s standard formatting. The project appeared on the April 2016 letting and construction was completed in the Fall of 2016.
