Elgin O’Hare Western Access (EOWA) IL-390 - Lively Boulevard to Supreme Drive

Civiltech provided Phase II Design Engineering services for the preparation of plans, specifications and estimates for a new section of the Elgin O’Hare Western Access (EOWA) Tollway from Lively Boulevard to Supreme Drive. Civiltech completed significant roadway and structural components of this joint venture with Patrick Engineering and Singh & Associates. Three separate construction contracts were developed as part of our work to meet the objectives of the Tollway’s EOWA corridor implementation schedule and funding.

Civiltech’s roadway design responsibilities included design of the eastbound EOWA mainline and frontage roads, full reconstruction of IL Route 83 through the new interchange including two major box culvert replacements, and the reconstruction of Supreme Drive. Permanent and temporary traffic signals were designed for intersections at Lively Boulevard, IL Route 83, and Supreme Drive.

Civiltech’s structural design responsibilities included dual sets of mainline tollway structures over IL Route 83 (curved alignment) and Supreme Drive, 3,150 feet of retaining walls and two box culverts.

Project approvals were required from IDOT and DuPage County, and there was significant coordination with local agencies including IDOT, DuPage County, Village of Wood Dale, Bensenville and Elk Grove Village involving their local utilities, pedestrian accommodations and aesthetic elements. Civiltech coordinated the design of a new, large common duct package being installed for ComEd and several telecom providers, and our design efforts needed to address the presence of six oil pipelines running within the IL Route 83 right-of-way.
